Course Description

LED Business Incentives Manager Steve Baham will give us an update on state incentives available to companies in Louisiana. These incentives are all statutory and available to any eligible applicant. Specific programs include:

Small Business Loan and Guaranty Program: Provides loan guarantees to banks and other small business lenders in association with the SSBCI ranging from $5,000 to $1.5 million.

Research and Development Program: A tax credit up to 30 percent to existing businesses with operating facilities in Louisiana to establish or continue research and development within the state.

Angel Investor Tax Credit Program: Up to a 25 percent tax credit for individual investors who invest in early stage, wealth-creating businesses that seek start-up and expansion capital.

As time allows, he will also cover the following:

  • Enterprise Zone Program
  • Quality Jobs Program
  • Restoration Tax Abatement Program
  • Industrial Tax Exemption Program

Louisiana Economic Development

Steven Baham currently serves as Manager of Business Incentives Services within the Louisiana Department of Economic Development. In this position, he oversees all financial assistance and capital programs for the Department as well as directs the daily operating activities of the Louisiana Economic Development Corporation’s Board of Directors.

Prior to a career in economic development Mr. Baham dabbled in real estate, insurance and a brief 7-year stint in individual tax preparation. His 13-year economic development career includes 6 years as a small business consultant as well as acquiring his Economic Development Finance Professional certification.

Mr. Baham’s education includes an MBA degree from Southeastern Louisiana University as well as a Bachelor of Science in Finance from Southeastern.
