Meet the Speaker

Michelle Galland
Louisiana Department of Revenue

Michelle Galland is the Revenue Tax Assistant Director over the Income/Franchise tax section in the Policy Services Division at LDR. The Policy Services Division is responsible for providing support and services to executive management, in-house divisions, government agencies, and the public. Division functions include development and issuance of department policies, legislative monitoring, fiscal note preparation, rule promulgation, tax research, and technical support. The Division also coordinates the implementation of tax laws, which includes developing and revising all forms as needed, preparing the Tax Exemption Budget (TEB) and Annual Report, and producing reports for the various taxes for internal and external stakeholders and for the proper allocations of dedicated taxes.

Michelle has been with LDR for over 21 years. She serves as a subject matter expert for income tax and tax credits in the department. Her most recent position was Revenue Tax Director in Tax Administration and Revenue Tax Assistant Director in Office Audit over individual income tax. Her prior experience includes serving as a Revenue Tax Specialist Supervisor of the Economic Development & Manual Sales Unit in Office Audit, a Revenue Tax Research Analyst specializing in income tax in the Tax Administration Division for almost 6 years, in Field Audit Services as a Revenue Tax Auditor for over 6 years and the New Orleans Region for 4 ½ years as a Tax Officer.

Michelle has Bachelor of Arts in Government from Southeastern Louisiana University and a Masters of Arts in Public Affairs from University of Alabama in Huntsville
