He has substantial experience in state and local tax audits and administrative appeals, and he works extensively with the Louisiana Department of Revenue and local taxing authorities around the state. He represents clients involved in state tax litigation and parish and local tax litigation, at both the trial and appellate court levels.

He draws on his extensive experience in Louisiana state and local taxes to advise clients in planning formations, restructurings, acquisitions, and dispositions. In the area of energy litigation, he has experience with severance and ad valorem tax disputes and other state and local tax litigation matters.

He is an active member and leader in national and local professional tax and accounting organizations. Mr. Angelico served as President of the Society of Louisiana Certified Public Accountants (LCPA) in 2010-2011. He is a past chairman of the Tax Section of the Louisiana State Bar Association, and is currently on the Board of the Louisiana Association of Business and Industry (LABI).

Gifford Briggs joined LOGA in 2007 working closely with the Louisiana Legislature. After nearly a decade serving as LOGA’s Vice-President, Gifford was named President in 2018.

Briggs first joined LOGA (formerly LIOGA) in 1994 while attending college at LSU. He served as the Membership Coordinator and helped organize many firsts for LOGA, including the first annual meeting, Gulf Coast Prospect & Shale Expo, and board meetings. He later moved to Atlanta to pursue a career in restaurant management. He returned to LOGA in 2007.

He is married to Jackie Wright, and the couple currently resides in Lafayette with their sons, Gifford Ashley Briggs, Jr and Maxwell Wright Briggs. and their daughter, Chloe Lane Briggs.

A 1981 graduate of the University of New Orleans, Mike worked for Conoco Inc. for 13 years in various positions of responsibility, including financial analysis, internal reviews, joint interest accounting, negotiation of agreements, and settlements of joint interest and revenue disputes. Mike joined Martindale Consultants, Inc. in 1994 and is currently a Vice President, focusing on complex reviews, agreement negotiations, litigation support, and expert witness testimony.

Mike is considered a prominent authority for Gulf of Mexico operations and has performed international reviews in Australia, Barbados, and Brazil.

An active COPAS member for 32 years, Mike served as Chair of the COPAS Audit Committee and Chair of the COPAS Emerging Issues Subcommittee as well as six years on the COPAS Board of Directors, serving as Secretary (2009), Treasurer (2010), Vice President (2011), and President (2012).

Mike was a member of the team that drafted the COPAS 2005 Accounting Procedure and was a member of other teams that wrote approximately 17 other COPAS publications. In 2009, Mike created the ongoing “Knowing Your COPAS Documents” lecture series explaining the content and intent of various COPAS publications and has created 14 sessions of that series. Mike received the 2004 COPAS Eagle Award for outstanding service to COPAS.

Jackie DeVall • Shreveport District Manager, Office of Conservation – DNR • Shreveport, LA

Jackie graduated from Port Allen High School on the west bank of the Mississippi River across from Baton Rouge in May 1954. He attended LSU in Baton Rouge from September 1954 until June 1960 and graduated with a Bachelor’s Degree in Petroleum Engineering.

He went on to work with Texaco Inc. in June 1960 in the bays and marsh areas along the Louisiana Coast south of New Orleans until November 1961. Jackie was then employed by the state of Louisiana Office of Conservation on December 1, 1961, as an engineer on the Commissioner of Conservation’s main office staff in Baton Rouge.

After nineteen years on the Baton Rouge staff, he transferred to Shreveport as the District Manager. He continued in that position until May 1996, at which time he retired. Jackie was reemployed by the Office of Conservation three times on a six month temporary basis and then placed back fulltime on July 1, 2001 in Shreveport. During the past fourteen years, he served as both a District Engineer and District Manager in both the Monroe and Shreveport district offices. He currently serves as the Shreveport District Manager with 53 years of service as an employee of the Office of Conservation.

David Elfert was born in Galliano, Louisiana. He received his B.S. Degree in Geology from Nicholls State University in Thibodaux, Louisiana in May, 1980.

Following his graduation, David attended the Memphis State University Geology Field Camp in South Dakota and Wyoming. He then immediately started work on his Master of Science Degree in Geology at the University of Southern Mississippi in Hattiesburg. David’s graduate work consisted of identifying, mapping and categorizing subsurface volcanic strata and structures in the Mississippi Embayment. While at USM David was employed as a Graduate Research Assistant and was employed at various times as a geologist by three independent oil companies in Hattiesburg until receiving his degree in 1983.

In January 1984 David returned to Louisiana and was employed by Placid Oil Company in New Orleans, as an Exploration Geologist focusing on Gulf of Mexico deep water prospects. With the closing of Placid’s New Orleans office in 1987, David worked as an independent consulting geologist until 1988, when he moved to Houston and was employed as an MWD Field Engineer with N.L. Industries MWD Division.

In December 1988 he moved back to Louisiana to accept a Unitization Geologist position with the Louisiana Office of Conservation. His primary work involved regulatory geological work related to unitization of petroleum reservoirs and the modernization of the Division’s mapping section by incorporating GIS applications. This work ultimately led to LDNR’s web based public access GIS, with David being a key player in its development. In conjunction with his oil and gas unitization and computer applications work, David furthered his education at Louisiana State University by taking civil engineering surveying courses, attending several LSU Law Center Mineral Law Institutes and obtaining his private pilot license from the FAA. David continues to further his knowledge through yearly continuing education courses as well.

In 2013, David was named as and is currently the Director of the Geological Oil and Gas Division. In this capacity, David oversees the Commissioner of Conservation’s geological oil and gas advisory group and on occasion serves as the Hearing Officer for the Conservation Oil and Gas hearings.

David is a Louisiana Licensed Professional Geoscientist and has assisted the Commissioner of Conservation and the Department of Natural Resources with many issues including review of proposed legislation and oil and gas unitization/regulatory policy.

Matt was awarded the 2012 Institute for Professionals in Taxation (IPT) national Sales Tax Article of the Year Award for an article he co-authored entitled A Sale Alone is Not Enough: Cynthia Bridges, Secretary, Department of Revenue, State of Louisiana v. Production Operators, Inc., 2010-0905 (La. App. 4 Cir. 12/8/10).

Matt received his LL.M. in Taxation from the Georgetown University Law Center, his M.B.A. from the University of Alabama Graduate School of Business, his J.D. from the University of Alabama School of Law, and his B.A. in Psychology and Fine Arts from Vanderbilt University. Greg Stutes attended LSU for three years studying Mechanical Engineering and finished at USL in 1987 with a Bachelor of Science degree in Industrial Technology. Upon graduation, he joined Conoco Inc. in 1988 as a Production Operator working out of Cameron, Louisiana on a 7&7 schedule from 1988 to 1992 taking care of GOM offshore platforms. He then transferred into the Lafayette office holding various positions with Conoco from 1993 to 2002.

He provided engineering support for the production, drilling, facilities, and reservoir engineering staff and assisted with various GOM well operations projects. He became part of the Completion/Workover Team and implemented several rig completions, recompletions, and workover projects in the GOM involving natural completions, sand control, well abandonments, slot recoveries, and ESP installations. After 12 years of service with Conoco, he joined Drilling Services of America in March 2000 as Operations Manager. At DSA, he provided operations and engineering support, prepared customer job quotes/procedures, and provided recommendations for proper job execution utilizing specialized thru-tubing fishing tools and services for fishing, milling, cutting, and under-reaming jobs on coiled tubing.

In December of 2000, he joined Halliburton Integrated Solutions as a Senior Completion Engineer. He worked in-house for Conoco in Lafayette on the implementation of their Green Canyon 184A TLWP rig program until February 2002. He was then assigned to the Halliburton IS / ChevronTexaco WC 17 and SMI 9 Assets to implement various thru-tubing zoneshifts and vent screen gravel packs from March 2002 through August 2002. He then provided cased hole and thru-tubing Completion Consulting for several different operators. In January of 2005, he joined Completion Specialists and continued to provide in-house Completion Consulting for Marlin Energy in the GOM and inland waters. In May of 2005, he joined Chevron in Lafayette as a Completion Engineer in the GOM West area.

After 9 months with Chevron, he rejoined Completion Specialists and resumed providing in-house Completion Consulting for Marlin Energy in the GOM and inland waters as well as supported other GOM, inland, and land projects for several other operators. In 2013, he supported PXP with front end completion panning for their GC 645A Holstein Spar prior to the startup of planned rig operations in early 2014.

As of December 2013, he has been providing completion planning and execution for Shoreline Energy and Pennington here in Lafayette. He is a member of SPE, AADE, SPWLA, API, IADC, ICoTA, and LGS. He was the 2004-2005 Chairman for the SPE Evangeline Section and is a standing committee member for the SPE International Symposium and Exhibition on Formation Damage Control since 2000. His still supports SPE Evangeline Section and has helped the Registration Committee for LAGCOE for two shows and the Technical Session Committee for three shows and past Technical Session Chairman. He has been a LAGCOE Board Member since 2009 and was elected at the Treasurer for LAGCOE 2015 and is the current Chairman-Elect for LAGCOE 2017. Greg has been residing in Lafayette, LA since 1976 and has been married to Patrice Parro for 29 years.

Professional work history includes 13 years of experience with two Major Integrated Oil and Gas Companies working for their offshore Gulf of Mexico operations in production, well servicing, workover, and completion departments providing technical skills and 17 years in the Oilfield Service Sector providing well servicing, workover, and completion engineering support and consulting. Completion areas of expertise include wellbore displacements, TCP perforating, sand control, and completion design for offshore GOM areas in both normal pressure and high pressure environments.

Dr. Mark Zappi currently serves as the Dean of Engineering at the University of Louisiana at Lafayette (UL). He also holds the Chevron Professorship in Chemical Engineering and is the Executive Director of the UL Energy Institute of Louisiana.

Prior to coming to UL, Dr. Zappi was the holder of the Dave Swalm Professorship in Chemical Engineering within the Mississippi State University (MSU) Department of Chemical Engineering. At MSU, he was the Founder and first Director of the US Department of Energy’s Mississippi University Research Consortium for the Utilization of Biomass.

Prior to his tenure at Mississippi State University, he served as the Leader of the Bioremediation and Chemical Oxidation Research Team at the US Army Corps of Engineers’ Engineering Research and Development Center in Vicksburg, MS. Dr. Zappi holds a BS degree in Civil Engineering from UL and a MS and PhD in Chemical Engineering from Mississippi State University.

His areas of expertise are the production of energy (both fossil fuel-based and alternative), chemical products derived from novel chemical processes, and treatment of contaminated media including petroleum contamination. Dr. Zappi has over 250 technical publications and three patents. He has generated over $40M of R&D funding over this career.

Joe is past president of the Acadiana Chapter of the LCPA (Society of Louisiana CPAs) and has served on the LCPA’s Board of Directors. In 2016, the LCPA presented him with its Distinguished Public Service Award for his commitment to serving those in need. He is a member of the AICPA and Institute for Internal Auditors.
