Overview

So much of our state and local tax environment is impacted by the legislative session, we wait until it’s over to finalize the agenda to make sure we cover all relevant changes. The result is a perfectly timed, comprehensive lineup of the state’s foremost tax leaders all gathered in one place.

You’ll get a Louisiana Department of Revenue update from Secretary Kimberly Lewis, and hear what’s new with the Board of Tax Appeals from vice chair Cade Cole. The agenda also includes legislative and tax updates, and litigation news.

Andre Burvant

Andre Burvant is a partner in the Tax Practice Group with Jones Walker in New Orleans.

Andre counsels clients on state and local tax planning, audit defense, tax refunds and credits, and represents businesses and individuals in tax controversy work before the Louisiana Department of Revenue and local parish taxing agencies. Andre also represents clients in tax controversies before the Louisiana Board of Tax Appeals and in state and federal courts.

Antonio Ferachi

Antonio Ferachi

Antonio Ferachi is the Director of the Litigation Division of the Louisiana Department of Revenue. He previously served the agency as a senior tax, appellate and business litigation attorney specializing in the areas of sales, excise and corporation income and franchise taxes. He is a Board Certified Tax Law Specialist Certified by the Louisiana Board of Legal Specialization.  

Ferachi has represented the department before the United States Supreme Court, Louisiana Supreme Court and the Louisiana appellate courts and has garnered numerous favorable published opinions on various tax matters including: constitutional law, statutory construction, tax procedure and qualification to various tax exemptions. 

Ferachi is a painter of Louisiana landscapes. He serves on the committee and is a featured artist for the Baton Rouge Bar Association’s Arts Judicata event, which raises funds for the Baton Rouge Bar Foundation.  His art is at The Foyer in Baton Rouge and on Instagram @antonioferachifineart.

Daron Fredrickson

Daron Fredrickson serves as Partner at Merit Advisors. Daron manages clients’ property portfolios, working to minimize their annual property tax liabilities and ensure accurate valuations. He regularly negotiates with officials at the city, county and state levels to achieve assessed value adjustments, and ensure fair assessments relative to comparable properties. Daron directs tax return preparation, audits and appeals, and proactively secures tax abatements and exemptions. Additionally, working with industry trade associations, he provides technical support on rulemaking and legislation affecting taxation.

Mr. Bergeron began his career with the Louisiana Department of Revenue in 1974. He was an auditor in the Beverage and Tobacco division in Lafayette, LA until being promoted to revenue agent status and assigned to the Houston, TX field office. There he specialized in sales and use tax audits of large oil and gas companies. In 1982, Mr. Bergeron was selected as District Manager for Field Collections and Inspections and returned to Baton Rouge. In 1984 he was named Director of the Audit Review Division, overseeing the development and operation of the Department’s first consolidated audit review unit. In 1986, Mr. Bergeron became head of the agency’s statewide Field Audit Division, where he served until being named the Baton Rouge Regional Director in 1989.

In 1990, Roger left the Department to become Revenue Director for his home parish of West Baton Rouge, where he served until his retirement in 2008. As revenue director, he was responsible for complete oversight of administration and collection of parish sales and use, occupational license, and insurance premium taxes.

It was during this period where Roger also became active in the Louisiana Association of Tax Administrators, serving as a board member, president, and following his retirement, appointed as its first Executive Director in 2009. Following his term as Mayor of the City of Port Allen, Mr. Bergeron resumed his work with the Association as its Legislative Director, responsible for monitoring tax legislation affecting local governments.

Cade R. Cole was appointed by the Governor to be a member of the Board of Tax Appeals in January 2013. His current term expires January 1, 2026. He coordinated the effort to bring historic reforms to the Board, including the expansion of its jurisdiction to local sales tax cases. In June 2014, Cade was unanimously selected as the first Local Tax Judge by the Local Tax Division nominating committee.

Vice-Chairman Cole is a Board Certified Specialist in Tax Law by the Louisiana Board of Legal Specialization. He has served as  Chair of the Board of Legal Specialization's Tax Law Certification Advisory Commission.

Cade serves on the executive committee of the National Conference of State Tax Judges, and has been Judicial Liason to the the American Bar Association State and Local Tax Committee.  He also serves as a member of the vetting committee for Federal Judicial Nominations in Louisiana.

He is a graduate of the Tulane School of Law, where he obtained the award for highest performance in Obligations II, Income Tax, and Energy Regulation.

Jim Exnicios is an experienced business lawyer and Board Certified Tax Specialist. Jim provides business and tax advice on complex transactions. Jim has also represented numerous multinational and multistate businesses and estates before the Internal Revenue Service, the State of Louisiana Department of Revenue and numerous local taxing authorities in complex audits and litigation. He also provides planning and due diligence for clients during their merger or acquisition transactions.

Jim is also a licensed CPA, which gives his clients ­ foreign and domestic­ added confidence when they’re facing complex, potentially costly and strategically important decisions concerning, business and tax planning issues.

Jeffrey Birdsong

Jeffrey Birdsong

Jeff Birdsong is an associate in the firm’s New Orleans office, practicing in the areas of nonprofit law and federal, state, and local taxation.

Jeff helps individuals and companies analyze tax consequences for an array of transactions and works to resolve individual and corporate income tax, franchise tax, property tax, and sales tax disputes.  

He also counsels nonprofit and tax-exempt organizations in obtaining tax exemptions, structuring internal governance, and planning related to intermediate sanctions and unrelated business income.

Jeff earned his Juris Doctor from the Paul M. Hebert Law Center at Louisiana State University where he graduated cum laude. He attended NYU School of Law where he completed their Graduate Tax Program.

Brandon Lagarde

Brandon is a Director in the Postlethwaite & Netterville Tax Services Group, where he concentrates his practice on tax planning and consulting for federal and state income taxes and state and local sales and use tax.

Brandon works with clients of all sizes in a variety of industries and assists those businesses with navigating the tax complexities of today’s highly regulated environment. Brandon has extensive experience assisting clients with tax issues associated with the Tax Cuts and Jobs Act (aka "Federal Tax Reform"), the Affordable Care Act, Louisiana income and sales taxation, tax planning for closely-held business, trusts and estates, multi-state planning and compliance, and mergers and acquisitions.

Lucius "Luke" Morris II

Luke Morris has served as the Assistant Secretary of the Office of Legal Affairs of the Louisiana Department of Revenue since April 2017. He supervises both the Litigation Division and Policy and Legislative Services Division. In this capacity, he advises the Secretary of Revenue on matters in litigation, legislation pending before the Louisiana Legislature, and policy guidance issued by the Department.  

 

Morris received his Bachelor of Science in Accounting from Southeastern Louisiana University in 2010 where he graduated summa cum laude. He attended the Paul M. Hebert Law Center at Louisiana State University and received his Juris Doctorate along with a Bachelor of Comparative Law in 2013.
