The Small Business Reference Guide has been developed as a resource for persons and businesses who are considering doing business in Louisiana and for the certified public accountants who serve them. It is a compilation of those state and local agencies providing services to small businesses and also includes a listing of additional sources of information for starting a business in Louisiana. Why a CPA should be your first contact

CPAs are more than tax preparers. They have a broad business background and expertise in non-tax matters that confront business owners.

1. Computer Services: Get with the Program

Before purchasing a computer system you should evaluate your current system whether it's a manual system or an existing computer system. Computerizing requires planning and research. This will help you determine: a) what hardware and software you need; b) how cost-effective the system is; c) if the software exists or has to be developed; d) the conversion costs including finances as well as time; and e) the necessary training for employees to operate the new system effectively. CHECKLIST FOR CHOOSING A CPA

Before You Meet with a CPA

    • Use the Society of Louisiana CPAs' Locator Service to find a CPA. You can search by location and services you need. The Locator Service is free and easy to use.
    • Friends, relatives, colleagues, and business contacts also are good resources for referrals. Check with them as to who they use and their satisfaction with the services they've received.
    • When selecting a CPA, determine if the firm's location and hours of operation are convenient for you. If you need advice outside of the normal business hours, you need to LCPA Kenner Training Facilityow when your CPA is available.
    • Set up an initial interview. Ask the CPA if there will be a charge for your initial meeting. If there is a charge, you should agree to it before you arrive.
    • CPAs provide a wide range of business services, so consider what services you want from your CPA. Do you need personal tax services, accounting services, personal financial planning, business consulting? Although some companies choose to acquire these various services from different service providers, others consolidate their service needs and get them from one provider. Decide which option you prefer and be clear about what you expect.
    • You will have to do some preparation before your meeting. Compiling the following information in advance will save time and give your CPA a clearer understanding of your business needs and goals.
      • A copy of your business plan.
      • Your vision for your business – where do you see your company in 5 years?
      • A list of the strengths you bring to your company. If you were applying for a job, why would your company hire you over someone else?
      • A list of concerns you have for your business. Don't limit your list to only financial-related needs. Remember to include all your concerns, such as staffing, marketing, technology, production efficiency, product delivery, etc. – whatever you feel needs to be addressed to start or grow your business. While CPAs may not be able to solve all your problems, they are a valuable source of contacts for other professionals who can work with you.
    • Be prepared to discuss fees with the CPA. Some fees are based on an hourly rate, some are based on fixed charges, and some are based on the level of service provided.
    • If the CPA has a Web site, do some research. Visit the firm's site and learn as much as you can. The more prepared you are, the more effective your initial meeting will be.

Meeting with the CPA

Approach the meeting as if you were interviewing a potential employee. As the client, you have the responsibility of asking questions to make certain you choose the CPA most qualified to help your business succeed. Consider the following questions:

What industry experience does the CPA have?
Depending on your business, the problems and issues you face require a different approach. For example, if you are in the retail industry, your company's needs are different from businesses in the wholesale industry. Therefore, it is in your best interest to select a CPA who has experience servicing your industry.

What types of other clients does the CPA serve (small, medium, or large-sized businesses)?
Find a CPA who works with clients whose businesses are of a similar size to yours and employ a comparable number of workers (e.g. 0-2, 5-15, 15-25, 25-50, 50+). Each business size has unique issues and concerns, such as layers of supervision, types of employee benefits and salary considerations. A CPA experienced in working with like-size clients will understand your needs and provide you with the necessary guidance.

Is the CPA's viewpoint compatible with yours?
Your goal is to select a CPA whom you can trust with confidential information. The CPA you select must be able to understand your expectations for the business in order to guide you on your decisions. If you are near retirement, your concerns will be different from those when you're just starting a business. Whether you're new in business or a seasoned manager, your experience will have an impact on the basis of your decisions. Having a family-owned business also will influence your decisions.

    • Once you have organized the information above, bring all materials along with a note pad to jot down information or additional questions you want to ask the CPA.
    • Many people who retain CPAs, maintain a long-term relationship with them. Consider this first meeting as the first step to determining with whom you want to work to help your business succeed. Keep searching until you find the CPA who is right for your business.

USING THE LCPA'S CPA LOCATOR SERVICE

The Society of Louisiana CPAs makes finding a Certified Public Accountant free, fast and easy. With a few clicks of your mouse, the LCPA's CPA Locator Service provides you with a listing of CPAs in your area who offer the services you need. All firms listed have paid to be included in the CPA Locator Service and are members of the LCPA.

The CPA Locator Service allows you to select from 51 Specialized Industry and Client Service categories, based on the service you require. You will be given a complete listing of all the CPAs statewide who have indicated they serve the industry/offer the service you specified. The CPAs will be organized by geographic chapter area and listed alphabetically. GENERAL SMALL BUSINESS RESOURCES

There are a variety of resources which are widely available to help small businesses. Many are located in your area. When appropriate, we have included specific organization information in the geographic regional sections of this Guide. While we have made an effort to include the major small business resources in each area, there may be others in your location that are not listed.

The following general small business resources are common to most areas and are valuable resources for starting a business in your area. If you have difficulty in locating any of the suggested resources, contact your CPA for assistance.

Better Business Bureaus
The mission of the Better Business Bureau is to promote and foster the highest ethical relationship between businesses and the public through voluntary self-regulation, consumer and business education, and service excellence. The Council of Better Business Bureaus, Inc. (CBBB) and all local Better Business Bureaus are private, non-profit organizations funded by membership dues and other support. Chambers of Commerce
For decades Chambers of Commerce have been the central resource for community, tourism & business information. Chambers provide networking opportunities, skill-building seminars and other services that foster the expansion of business. Louisiana Small Business Development Centers
Small Business Development Centers (SBDC) are located throughout the state. The centers provide individual counseling or consultations on various small business concerns such as business start-ups, management organization analysis, financial counseling, market research, feasibility studies and loan packaging. Counseling services, as well as use of the resource libraries are free of charge. Nominal fees are associated with attendance at the various educational workshops. Public Libraries
Your local public library or any of the libraries connected to the universities with a graduate school of management can be a great business resource. Most libraries have business-reference sections and carry many government documents. Consult your local telephone directory for a listing of the nearest library.

Service Corps of Retired Executive (SCORE)
The SCORE Association (Service Corps of Retired Executives) is a nonprofit association comprised of volunteer business counselors throughout the U.S. and its territories. There are SCORE chapters in urban, suburban and rural communities. SCORE members are trained to serve as counselors advisors and mentors to aspiring entrepreneurs and business owners. These services are offered at no fee, as a community service. SCORE was formed in 1964 and millions of Americans have utilized SCORE services. The activities and services of Louisiana Economic Development (LED) are built around Louisiana: Vision 2020, the State's Master Plan for Economic Development. Based on recommendations set forth in Vision 2020, LED focuses its economic development efforts on retention and recruitment specific industry sectors which are critical to Louisiana's future. These include: Advanced Materials; Agriculture; Forestry & Food Technology, Durable Goods Manufacturing Energy/Oil & Gas, Entertainment, Information Technology, Life Sciences/Biotechnology; Petrochemical/Environmental Technology; and Transportation & Logistics Louisiana has also placed an empahsis on international opportunties and military-related economic development. In Louisisna, over 90% of the workforce are employed in small businesses. This is a critical component of our state's economy, and LED is dedicated to contributing to the success of its' small businesses.

1. Business Retention and Assistance offers counseling and development resources to help Louisiana's small, emerging, and economically disadvantaged businesses grow and increase profitability. 2. Resources Services handles all LED financial assistance programs and products such as Workforce Development, and the Opportunity Fund/Economic Development Award Program (EDAP). International Services identifies business opportunities outside the United States and leads trade and diplomacy missions, conducts seminars on trade and finance, assists firms exporting goods or services, and interfaces with international delegations, and provides assistance in the retention and recruiting of international companies to Louisiana. 5. Technology, Innovation and Modernization (TIM) collaborates with Louisiana higher education policy makers to advocate policies and initiatives favorable to developing Louisiana‚s technology-based economy. (225) 342-5396
6. LED-sponsored annual awards programs recognize outstanding Louisiana businesses based on specific criteria. The three awards programs are: the Lantern Awards, which recognizes manufacturing companies; the Small Business Awards, which recognizes small businesses in Louisiana's eight regions; and the Technology Awards, which highlights businesses addressing and using technology. The Office of State Purchasing began use of Louisiana Procurement and Contract (LaPAC) network on July 1, 2000. This allows vendors to register to receive email notifications of bid opportunities in any area of interest, as they are posted to the internet. All posted solicitations can be viewed at http://wwwsrch2.doa.state.la.us/osp/lapac/pubmain.asp and printed if desired and submitted as a bid. Award information is also posted after it has been finalized.

The Office of State Purchasing also maintains a vendor list to receive mailed copies of solicitations. An annual participation fee for this service covers the fiscal year period of July through June. It is not a requirement to participate in either service to submit a bid and solicitations over $25,000 will continue to be advertised as required by law.

The mission of the DEQ’s non-regulatory Small Business/Small Community Assistance Program (SB/SCAP) is to provide technical assistance to small communities.

2. Assists in understanding the rights and obligations of small businesses as they apply to regulations
3. Assists in preparing environmental permit applications and exemptions
4. Develops pollution prevention plans

6. Visits regulated entities, reviews permit requirements with permittees, and establishes communication
7. Helps small communities with environmental justice issues in areas of concern throughout the region.

The Louisiana Technology Park operates a high technology incubator and business accelerator program for early-stage technology companies. The Park provides full-service office space complete with cubicle furniture, broadband Internet service, telephones and local service, receptionist, 100 Mbps Ethernet network, and access to Solid Systems' state-of-the-art Internet data center. In addition, Incubator members have use of the Park's personal computers, copiers, fax machines, and printers.

The Park has a network of Strategic Partners available to assist Incubator members. Law firms, accounting firms, marketing companies, Web design firms, and venture capital firms are just a few of the Partners offering free and highly discounted services to Incubator members.

Fees associated with above services:
The cost of these services, including 800-1000 sq. feet of full-service space, is only $833/month plus a small (1-2%) equity participation. Data center services are priced on an as needed basis, but Incubator prices are typically 25-40% below commercial rates. Long-term leases are not required and Incubator membership agreements can be cancelled on 30 days notice.

Economic Development Assistance Center (EDAC) is a microenterprise development organization that provides business development training, technical assistance (TA), and small business start-up loans up to $35,000 to low-moderate income individuals and businesses in the 5-parish region of Calcasieu,Cameron, Jeff Davis, Beauregard and Allen parishes.

EDAC is a regional service provider for the Louisiana Economic Development. In this capacity, EDAC is responsible for certifying small business. Once certified, the small business may access technical assistance and training to grow the business through LED.

Fees associated with above services: Certain business owners who meet income guidelines and other specific criteria, and are the owners of a “certified small business,” may receive funding to pay for a portion of their services. Business owners are encouraged to contact the EDAC for more information regarding TA and associated fees, as most owners will qualify for some type of business development assistance.
